Does the web server use the ModSecurity or a similar web application firewall? Does the php.ini file have the directive open_basedir configured? They can often cause all sorts of obscure problems.
That message does not originate in the FPA.Going to /fpa-en.php in my web browser, it sits there for a while and then I get the browser message "The page isn’t redirecting properly".
