Absolutely this. You’re not even on the latest (last?) version of J3 (v3.10.12) and so are missing several enhancements and security updates. Should be a one-click update from your current v3.9.26I will just mention you're running an out-of-date Joomla (3.9.6 is six years old) and PHP 7.3 (EOL in Nov 2022).
I'd get both updated to more recent versions (PHP 8.1) and Joomla 4 at the minimum.
